- An AI Policy Brain ready to sit on David’s policy the day it clears exec — guardrails, FAQs, model guidance, allowed scopes.
- Deck, ROI model, and access links in Matt’s hands so the 24 Sep exec path is a decision, not another discovery loop.

Five steps from diagnose to handoff
- Diagnose (already underway) — Key Findings locked: culture high, governance lagging, rework concentrated where info arrives late.
- Seed the shared brain — Prioritise categories (sales/estimating, drafting/engineering, PM, procurement, IT). High-signal only: quote packs, client norms, key specs, top lessons / NCR–CAR, live SOPs.
- Function brains + first workflows — Client Handoff Brief pilot; spec–quote skill; drafting pre-flight; RFI / risk flags with category filters.
- AI Policy Brain — Stand up as soon as policy is exec-cleared so guardrails answer in the tools people already use.
- Handoff — Deck + ROI + access links to Matt; Closer owns post-send chase after Wesley approves send.
